 PM Dung meets with Japanese economic leaders


(VOV) - Prime Minister Nguyen Tan Dung has affirmed the Vietnamese Government’s willingness to facilitate Japanese investment in Vietnam and expand cooperation in areas of Japanese strength.
At a December 13 reception for Yoneikura Hiromasa, President of the Japan Business Federation (Keidanren), PM Dung hailed the fine developments of bilateral relations since the two nations set up a strategic partnership in 2009.
Japan is Vietnam’s largest ODA provider with the annual funding of JPY 200 billion, accounting for more than 30 percent of the country’s total ODA amount.
Japan is also Vietnam’s leading trade partner, with two-way trade turnover estimated at US$24.6 billion last year and US$25 billion by the end of this year.
The two countries have signed a number of important agreements, including the Vietnam-Japan Economic Partnership Agreement (VJEPA), the investment promotion and protection agreement and the double tax avoidance agreement. They are in the process of negotiation for the Trans-Pacific Partnership Agreement (TPP).
Dung praises PM Shinzo Abe’s “Abenomics” policy which is aimed at stimulating Japan’s economic growth and improving Keidanren’s role in fostering relations between Vietnam and Japan.


He suggested organizing more annual business forums between Keidanren and the Ministry of Planning and Investment (MoPI) to forge new trade links.
Keidanren needs to closely coordinate with Vietnamese relevant agencies in the implementation of the Vietnan-Japan Joint Initiative (fifth phase) and the industrialization strategy within the Vietnam-Japan cooperation framework, Dung said.
He also asked Keidanren to support Vietnam in training human resources and offering the best possible conditions for Japanese businesses to invest in Vietnam.
For his part, Hiromasa expressed Keidanren's interest in PM Dung’s proposals and wished that the Vietnamese Government would create favourable conditions for Japanese businesses to increase investment cooperation the areas of energy, electronics, infrastructure and farming industry.
Established in May 2002, Keidanren is the biggest business federation in Japan with 1,603 members, 1,300 companies, 127 industrial associations and 47 regional economic organizations.
Over the years, Keidanren has dispatched Japanese business delegations to Vietnam to seek  opportunities for investment cooperation.
In November 2012, the MoPI and Keidanren signed a Memorandum of Understanding (MoU) on setting up a dialogue channel to help maintain Vietnam’s sustainable growth and industrialization, promote Japanese direct investment and exchange views on economic challenges and prospects for bilateral cooperation.
The first dialogue started in July 2013 during the fifth phase of the Vietnam-Japan Joint Initiative.
*** During the same day, PM Dung worked with Tanaka Akihiko, President of the Japan International Cooperation Agency (JICA), on measures to promote development cooperation.

He affirmed that Vietnam always attaches importance to strengthening its strategic partnership with Japan, in both scope and scale.
PM Dung praised Japan’s increasing official development assistance (ODA) for Vietnam’s socio-economic development over the past two decades, and highly valued the JICA’s coordinated efforts in this connection.
PM Dung called on JICA President Tanaka Akihiko to increase ODA loans for Vietnam in the 2013 and following fiscal years, with a focus on infrastructure and climate change adaptation for rapid and sustainable economic growth.
He pledged all-out efforts to ensure the effectiveness of ODA disbursement in Vietnam and successfully implement ODA-funded projects on schedule.
For his part, the JICA President reaffirmed support for major projects on upgrading NoiBaiInternationalAirport, building an express road connecting the airport to downtown Hanoi, and turning Lach Huyen seaport in Haiphong into a container port for the whole northern region.
