About 100 households in a commune of Luc Ngan district in Bac Giang province have lived without electricity, travel by boat and had no means of communication for many years.

For decades it has been an oasis, which is isolated from the outside world. People live on the mountains and hills around the Cam Son reservoir, the 4th largest hydropower reservoir in the North.
