According to Vietnam Tobacco Association, around 17 billion cigarettes were illegally imported into The head of the Ministry of Industry and Trade's Department of Market Management, Trinh Van Ngoc, said tobacco smuggling is especially alarming in border provinces near Ngoc said smugglers are using more and more sophisticated methods such as setting up coordinated nationwide smuggling rings, dividing cargo and hiding it in residences. Even though smuggled cigarettes are not openly displayed, they are offered to customers at many restaurants and hotels. The most common method is to hide cigarettes inside, or in a neighboring house to evade inspection. Representatives from Department of Market Management said smuggled cigarettes would often be hidden before they even acquired permits to search houses and it is impossible to legally stop vehicles for search.
