 VN starts master plan for administrative reform

The Government has set up the Steering Committee for the realization of the master plan to simplify administrative procedures, citizenship papers and the database related to population management for the 2013-2020 period.

The Steering Committee is led by Deputy Prime Minister Nguyen Xuan Phuc as chairman, who is aided by three vice chairmen including Minister of Public Security Tran Dai Quang, Minister of Justice Ha Hung Cuong, and Minister of Information and Communications Nguyen Bac Son.

Under the master plan that was earlier approved by Prime Minister Nguyen Tan Dung on June 8, 2013, basic information of every citizen will be updated and included in the national database on population via ID Number Cards by late 2020.

At a press conference held on June 13 in Hanoi, a Justice Ministry representative said that the master plan aims to make fundamental changes in the organization and operation of State agencies in charge of population management.

Such changes will be made in a modern manner that is in accordance with Vietnam’s actual conditions and international practice, the representative said.

The plan will help accelerate the application of information technology in administrative procedures, reduce paperwork for citizens and contribute to improving the effectiveness and efficiency of State management agencies.

In addition, the plan will also contribute to speeding up the development of e-Government in Vietnam.  

From now to the end of 2014, the plan centers on perfecting the legal basis for systematizing administrative procedures and personal papers, issuing, managing and using personal ID numbers; and building the national database on population.

During 2015, the plan will complete the construction of technical infrastructure and national database on population management so that personal information will be issued from 2016. 

As of 2015, electronic personal ID number cards will be applied to minimize personal papers in the areas of management of birth, marriage and death records, residence and other related fields. 

Five years later, in 2020, basic information of every citizen will be updated into the national database to simplify administrative procedures and minimize other personal papers including personal tax codes, medical insurance cards, social insurance cards, and others.
