Sr. Lt. General Vinh also reported that PM Dung announced “It is a positive step in our country’s international integration, including integration in defence and security,” he noted. General Vinh noted that this was the first time a Vietnamaese Prime Minister was asked to deliver a speech at the Shangri La Dialogue.
